Abstract

Aplikasi e-kinerja Kabupaten Bintan is a system used to carry out the recording process, performance monitoring and as a basis for additional payment of State Civil Apparatus (ASN) income within the Bintan Regency government. The Bintan Regency Human Resources Development and Personnel Agency as the Regional Device responsible for this application found several problems in its implementation, namely users had to re-input performance plans when superiors were mutated, had not provided additional income calculation information, had not provided organizational performance information from periodic user assessments and there were still frequent login failures and slow responses during traffic solid, when many users access the application at the same time. Since the beginning of this application, there has never been an analysis related to the quality of application performance and it is considered necessary to be a reference for improving the quality of Aplikasi e-kinerja Kabupaten Bintan based on user satisfaction. In its measurement, a method is needed to find out the final result which can later provide recommendations in improving the quality of the application. Based on these considerations, the author uses the webqual 4.0 method to conduct research in measuring application quality and the Importance Performance Analysis (IPA) method as a recommender. This study used a quantitative approach with data collection techniques through an online questionnaire distributed to 97 ASN Bintan Regency application users. After an analysis of the application of the webqual 4.0 method in the Bintan Regency e-performance application, an index value for usability of 0.7979 with good results, information quality of 0.5239 with sufficient results and service interaction quality of 0.7676 with good results. Recommendations for the results of the Importance Performance Analysis (IPA) method are improvement/reconsideration of information quality and improvement of service interaction quality application.
