Analysis of the Effectiveness of the Sistem Informasi Kearsipan Dinamis Terintegrasi (Srikandi) Website Using COBIT 5 Domains DSS and MEA (Case Study: Library and Archives Service of Riau Islands Province)

The SRIKANDI application was created to smooth the requirements and effective electronic archiving in government administration. With the SRIKANDI application, the creation of correspondence and electronic archives online can be integrated and recorded at the national data centre. With the integrated dynamic archiving information system application at the Riau Islands Provincial Government, it is able to increase the understanding of the capacity and skills of the State Civil Apparatus on electronic-based government systems (SPBE). The domains of COBIT version 5 that are used as a reference are DSS (Delivery, Service, and Support) and MEA (Monitor, Evaluate, and Assess). The DSS domain focuses on the delivery of data, services, and support provided for effective and efficient information systems. The DSS domain has six processes, namely: DSS01 Manage operations: Manage operations, DSS02 Manage service requests and incidents: manage service requests and cases, DSS03 Manage problems: Manage problems, DSS04 Manage continuity: manage continuity, DSS05 Manage security service: Manage security services and DSS06 Manage business process controls: manage business process controls. The focus of the Deliver, Service and Support (DSS) Domain is more emphasised on the delivery aspect of information technology, especially in the Integrated Dynamic Archival Information System (SRIKANDI) application in the Riau Islands Provincial Government. This is because the Riau Islands Province Library and Archives Office has implemented correspondence through the SRIKANDI application so that this domain is intended to measure the efficiency and effectiveness of the SRIKANDI application in the Riau Islands Provincial Government and will later issue recommendations for optimising the service delivery process.
